City of Vernal issued the following announcement on June 6.

Zion’s Block Utilities

Vernal City

Sealed bids for Zion’s Block Utilities will be received by the Owner, Vernal City, at its office located 

at 374 East Main Street, Vernal, Utah 84078 until 10:00 a.m., local time, on Wednesday, June 22, 2022. Bids 

sent by mail shall be addressed to Carl Morton, Finance Director, and shall be labeled "Bid for Zion’s Block 

Utilities".

The project generally consists of installing water, sewer, and storm drain utilities as part of the Zion’s 

Block improvement project.

The Project is located approximately 170 miles east of Salt Lake City, Utah.

Copies of the Project Manual, including the Bidding Requirements and proposed Contract 

Documents may be obtained through the office of CRS Engineering and Surveying, Inc. by contacting

Craig Nebeker at craig.nebeker@crsengineers.com,Telephone (435) 781-2550.

Each bid shall be correctly prepared and submitted on the prescribed Bid Form with required 

attachments and shall be accompanied by a Bid Security as prescribed in the Instructions to Bidders 

payable to the Owner in an amount not less than five percent (5%) of the amount of the bid. The 

Successful Bidder will be required to furnish Performance and Payment Bonds, each in an amount not less 

than one hundred percent (100%) of the full contract price.

A pre-bid conference will be held at 10:00 a.m. local time, on Thursday, June 9, 2022, at the Vernal 

City offices located at 374 East Main Street in Vernal, Utah, in the planning conference room on the 2nd

floor. While the pre-bid meeting is not mandatory, attendance is strongly recommended.

The Owner reserves the right to reject any or all bids and to determine which bid is, in the Owner's 

judgment, the lowest responsive bid of a bidder or group of bidders. The Owner also reserves the right to 

waive any informalities in any bid and to delete certain items listed in the bid as set forth therein.

Bids received after the time established for receiving bids will not be considered. Except as 

provided in the Instructions to Bidders, no bidder may withdraw his bid after the time established for 

receiving bids or before the award and execution of the contract, unless the award is delayed for a period 

exceeding sixty (60) calendar days.

Bids will be opened at 10:00 a.m. local time, on Wednesday, June 22, 2022, at the Vernal City 

offices located at 374 East Main Street in Vernal, Utah.

Bidders must be licensed in the State of Utah for an amount equal to or greater than the amount of 

their bid and for the type of work required, at the time of bidding and throughout the period of the 

contract.

Bidders on this work must comply with all applicable governmental and local agency 

requirements.
